I'd suggest a Kawasaki Ninja 250. It's the perfect beginners bike.

If you don't the crotch-rocket design of the Ninja, you could always get a cheap pre-owned Honda Nighthawk 250, or just look for used bikes that are in the 250cc range and you'll be fine, even on the freeway. Don't forget to get proper protective gear too.
