I just had a hilarious idea for a white privilege mod. XD
When the player is a redguard, it flags a script that makes npcs stop talking to you without you actually initiating the conversation, they don't pay you as much gold for completing quests, guards will randomly accuse you of stealing and your fine will be higher and prison sentences longer, and guards will arrest you if anybody attacks you and you defend yourself.
