I don't really think so, maybe its just a Newfie thing but I know tons of older people with tattoos they got when they were younger. Fishermen types with anchors and such. Its not like there isn't a history of tattoos among white peeps, although typically I think it was associated with prison and sailors.
Speaking of Kanji, my Mandarin prof once got asked about a tattoo this girl had, she said the tattooist said it meant "spirit". It did, but not in the "you have a lot of spirit!" kind of way. It was in a "evil spirit you shouldn't mention or talk about" sort of way.
