The only snag I can see you hitting is that most "political prisoners" are regarded as simple criminals by those they commit their crimes against. So are you going to take both sides and say that an SAS soldier held hostage by the IRA, and an IRA soldier held by the British Government are both political prisoners? Or just the IRA? Or just the SAS? (as one example anyway, first one that came to me.)
