The 28 gauge would also be good for such an application,though there aren't shotguns built to the required specs,nor the ammo selection (most 28 gauge shells are loaded with birdshot) of the top three gauges.

20-18.5 inch cylinder bore barrel.

6-8 round capacity

3-inch chamber (if they build it the ammo companies will make it... if you need proof just look at the taurus judge)

The 28 would increase the payload but keep the same qualities as the .410 (light recoil, smaller ammo, Lighter weighted weapon,ect) keeping things very user friendly.
