When you burn hydrogen, water is produced. So even if this turns out to be an efficient way of producing electricity, no one has to worry about drying up the ocean.

More. The energy you get from combining oxygen and hydrogen into water is the same as the energy used to break them apart to start with. They didn't claim to be getting more energy out so it would be useless for generating electricity.
Plus he was talking about car engines, so I think it was with the view that it could be a good way to seperate water to obtain hydrogen for cars.
