Also, if you want quick uploads with no account and don't care about the ability to delete them later, imageshack.us, imagevenue.com and tinypic.com all work great too  A lot of people say tinypic is the best because it's light and fast, and I know that all three of them are reliable. They all provide a direct link that you can use

For posting pictures I think there may be a post requirement so you may not be able to post pictures yet. For putting up a photo album go up to "User CP" and click "Pictures & Albums".

I Tried That And All I Found Was "Edit Your Profile Picture" That's The Only Option I Seen That Had Anything To Do With Pictures.  Any Other Ideas? How Long Of A Wait Do I Have If I'm Not Able To Post Pictures Yet?

And I must agree, using a capital letter for every word is straining, ugly and despite what you may believe, your writing does not look better that way. Just some friendly advice...
Now! on to how posting pictures work.
Uploading pictures to your profile probably has a post count requirement, but posting in this thread is simple.
First, you upload your picture. This should provide you with something named a "direct link" that you copy.
Now, go to the thread you wanna post a pic in. Then press the button that looks like two mountains and a dot. Then a script will pop up, insert the link into that and click ok.
Then just publish your post and watch your picture appear along with the rest of them
